Good Afternoon All,

DOE has put in place a new protocol for foreign travel to Russia. All trips to Russia are required to be pre-approved. *** has been informed at this time, unless trips or visits are at the highest national interest, nuclear nonproliferation and/or nuclear safety related, the trip will not be approved. Should you have a trip that meets one of the exceptions, please send an email to the Foreign Travel Office with the following:

· Name of traveler

· Dates of Travel

· Location (city and name of institution to be visited)

· Strong Justification of what the traveler is doing and the mission to ***/DOE

The email will be sent to the Director’s Office for approval, then forwarded on to DOE HQ. Should both areas approve, the Foreign Travel Management System request can be started along with the travel authorization.

Dear Guest of Brookhaven National Laboratory,
The U.S. Department of Energy (DOE) provided Brookhaven National Laboratory with new guidance last week stating that travel to Russia by employees of DOE and its contractors is currently prohibited except under very limited circumstances. In addition, all planned travel by Russian citizens to DOE facilities, including Brookhaven National Laboratory, has been placed on indefinite hold. Please do not travel to Brookhaven National Laboratory at this time.
It is very important to note that this interim policy does not affect users or guests currently at Brookhaven National Laboratory or in the U.S., or those already in transit to the U.S. at the time of this communication. The interim policy does not affect contractual agreements, unless the contract pertains to planned travel to Russia, or of visits by Russian citizens to the Lab.
There are very limited circumstances under which a case for exception may be granted; if the trip is:
1) in the national interest at the highest level;
2) important for nuclear nonproliferation; or
3) related to nuclear safety.
If you believe your trip may fit one of these circumstances, please contact your program manager for guidance.
We appreciate your patience during this time. As soon as we receive any updates or revised guidance, we will advise you as soon as possible.
